One thing you forgot to mention, PRICE. The school board says it will be cheaper for families to buy uniforms, I beg to differ. Since no student in their right mind would wear their uniform to the movies/a concert/the mall/on a date/ etc. one must assume that they have other clothes. This would cost more as the parents would have to purchase a uniform plus normal clothes for the student to wear. This is especially true at the elementary school level where children are still growing, so they would need bigger clothes every year.
